An urban regeneration project is currently being carried out in the Bay of Pasaia (on the Spanish Basque Coast). The plan is to provide the province with modern exterior port infrastructure. The environmental impact study suggests that this construction would have serious effects on the environment. Jaizkibel Mountain is protected on its land-facing side due to its classification as a Natura 2000 site, but this is not the case on its ocean-facing side. The mountain’s cliffs play host to outstanding biodiversity, and it boasts very rare geological formations.

In 2008, the citizens’ platform ‘Jaizkibel Bizirik’ was founded, which unites more than 30 associations including Surfrider. It aims to stall the port extension project and fights to preserve this remarkable natural heritage. The project would have a transborder impact, notably on protected areas in France. According to European regulations, a State which is carrying out a transborder project that is likely to impact on a bordering country is legally obliged to consult the latter. At the beginning of 2012, Surfrider participated in the second transborder public consultation. Advisors from Saint-Jean-de-Luz and Biarritz also got involved to challenge the concerned town councils to act, but to no avail. In March 2012, the town hall of Hendaye voted on a motion in favour of the port project at the end of a town council meeting. Surfrider also participated in a meeting on the preparation of a book and a documentary with the intention to raise awareness for the geological resources and the biodiversity of Jaizkibel, and to inform the general public on the project and its consequences. In April 2012, the association ACE Hendaye (Citizen Action for the Environment) and CADE (collective of associations for environmental defence in the Basque country) called upon the towns of Hendaye, Urrugne, Ciboure, Saint-Jean-de-Luz, Guéthary, Bidart, Biarritz and Anglet as well as the Council of the Pyrénées-Atlantiques Department to remain vigilant and to participate in the third transborder public consultation, which will take place in June 2012.
